With the support of the ‘Bashki te Forta’ Project, the Minister of State for Local Governance has published a report analyzing the performance of municipalities for the year 2024. The report assesses key aspects related to service delivery, financial management, human resources, governance, and transparency. It highlights both the achievements and the areas where further improvement is needed. The findings are based on the Performance Measurement System (PMS), through which 61 municipalities were assessed against 51 performance indicators.
It is important to emphasize that the development of the PMS and the preparation of the 2024 report are grounded in a clear legal and institutional framework established over the past decade. This framework aims to strengthen local self-governance, increase the financial autonomy of municipalities, and ensure the provision of public services in line with national standards. Through this structure, the PMS serves as a practical instrument for measuring how effectively the principles of the administrative-territorial reform, decentralization, and regional and territorial development are being implemented in practice.
