With the support of the Helvetas/Albania Bashki të Forta Project, funded by the Swiss Agency for Development and Cooperation (SDC) and the Government of Sweden, the Minister of State for Local Governance, Mr. Ervin Demo, hosted the Conference on the Municipal Performance Measurement System to present the 2024 findings.
The event was attended by H.E. Ruth Huber, Ambassador of the Swiss Confederation to Albania, and H.E. Niklas Ström, Ambassador of Sweden. In her remarks, Ambassador Huber emphasized Switzerland’s longstanding and continued commitment to supporting Albania’s decentralization and strengthening local governance. She congratulated municipalities for improving their performance and encouraged further efforts to address challenges and provide high-quality services to citizens. Ambassador Ström highlighted the strong and consistent partnership between Switzerland and Sweden in advancing local governance in Albania, underlining the system’s importance for transparency, good governance, and better service delivery.
The second session featured presentations from the Agency for the Support of Local Self-Government (AMVV), the Director General of INSTAT, Ms. Elsa Dhuli, and the Executive Director of the National Association of Municipalities, Ms. Adelina Farrici.
Discussions focused on the importance of transparency, monitoring, and continuous improvement of public services at the local level, reaffirming institutional commitment to stronger local governance and greater efficiency for citizens.
Through this Performance Measurement System, the Performance-Based Grant was implemented with joint financial contributions from the Governments of Switzerland, Sweden, and Albania. Based on their performance, municipalities received a total of €4.5 million—an authentic European model where EU integration is not only a political aspiration but a tangible practice of sound governance.
